dc.description.otherThe goal of this paper is to understand the economics incentives of slums, a major phenomenon in large urban cities in developing countries, but which is also present in small scale in major cities in the developed world, such as London or New York. The focus is on how urban poverty, rural-urban migration and land use regulations impact the growth of slum dwellers. We construct a spatial equilibrium model of a city with heterogeneous agents and housing choice to explain the determinants of slums in urban areas. The model supports the main empirical evidence regarding slum formation and how they are located. The model is calibrated and estimated to be consistent with several statistics related to the urbanization process of São Paulo and Rio de Janeiro in Brazil. We implement counterfactual experiments to assess the role of land use regulation, transportation costs and formalization costs. We show that policies can have unintended consequences. For instance, improvements in road networks and public transportation can increase substantially slums in areas away from the business center district due to immigration of households from rural areas. There is a decrease in slums close to the business district.pt_BR
