Mapeando das decisões do Fecebook Oversight Board: um panorama geral sobre o funcionamento do Comitê

Abstract

Este projeto de pesquisa teve como objetivo analisar as decisões e o funcionamento do Facebook Oversight Board (FOB) no período de 2020 a 2024, buscando compreender de forma sistemática sua atuação. Diante da escassez de estudos quantitativos e qualitativos sobre esse órgão, busca – se desenvolver uma base de dados que sistematiza suas decisões, permitindo a construção de um panorama sobre seu funcionamento. A pesquisa envolveu a coleta e análise de dados quantitativos e qualitativos referentes às decisões do FOB. Além disso, foi realizada uma revisão bibliográfica para contextualizar o Comitê dentro do cenário global da regulação digital e dos direitos fundamentais, especialmente no que tange à liberdade de expressão e à responsabilidade das plataformas. Os resultados incluem uma contribuição de dados relevante para a compreensão do funcionamento do FOB, da Meta e suas relações, buscando enriquecer o debate acadêmico e jurídico sobre a governança digital e, sobretudo, fornecendo subsídios para futuras discussões sobre a regulação de redes sociais e os desafios enfrentados por instâncias como o FOB.

This research project aimed to analyze the decisions and functioning of the Facebook Oversight Board (FOB) between 2020 and 2024, seeking to systematically understand its role. Given the scarcity of quantitative and qualitative studies on this body, the project develops a database that systematizes its decisions, enabling the construction of an overview of its functioning. The research involved the collection and analysis of quantitative and qualitative data regarding the FOB’s decisions. In addition, a literature review was conducted to contextualize the Committee within the global framework of digital regulation and fundamental rights, especially concerning freedom of expression and platform accountability. The results include a relevant data contribution to the understanding of the functioning of the FOB, Meta, and their relationship, aiming to enrich the academic and legal debate on digital governance and, above all, to provide support for future discussions on the regulation of social networks and the challenges faced by entities such as the FOB.
