Land invasion in environmental protected areas in São Paulo city? environmental, social and economic drivers and outcomes

| dc.description.other | Socio-environmental development and pressure for housing are pivotal challenges faced by public and private managers responsible for urbanization. This paper views that protected areas inevitably break down with economic and demographic forces, and weak institutions. We focus on the land invasions diagnosis on two protected areas, assigned as Environmental Preservation Areas (EPAs) in the city of São Paulo. Based on archival data including economic, social and environmental characteristics of such EPAs, we find evidence that shows an increasing number of invasions in protected areas with the largest losses of green areas. We also find evidences that the per capita income is lower than in other central territorial units, the basic services such as sewage treatment are either precarious or non-existent, and most external-causes of deaths refer to homicides. We end up by arguing about the need to engage all stakeholders in the New Urban Agenda to maintain and increase the green areas in urban centers. In that sense, we believe in the Digital Governance strategy and the use of technology and platforms in order to scale up the impacts of such initiatives. | pt_BR |
