Resumo
O trabalha analisa o impacto dos novos modelos de negócios de operadoras de
saúde, mais especificamente, o grupo das operadoras verticalizadas com
controle e as healthtechs, com foco em como eles endereçam os problemas de
incentivos na cadeia de saúde suplementar. O setor é composto por complexas
relações contratuais que resultam em incentivos perversos nas relações entre os
agentes que implicam, em geral, na sobreutilização dos serviços e
consequentemente, nos custos para as operadoras. Assim, o trabalho analisou
como os novos modelos buscam endereçar tais questões e com dados da ANS,
buscou-se estimar quantitativamente por meio de um modelo de matching e
painel o impacto sobre a sinistralidade por conta da adoção de determinado
modelo de negócio controlada variáveis relacionadas a carteira de beneficiários.
Os resultados encontrados apontam para uma sinistralidade mais baixa para as
healthtechs, porém tais resultados devem ser analisados com cautela dado o
ineditismo do modelo e o período em que ele foi implementado impactado pela
pandemia na sua maior parte.
The essay analyzes the impact of the new business models of health insurance providers, more specifically, the group of verticalized operators who has control of the medical services and healthtechs, focusing on how they address the problems of incentives in the private healthcare sector. The sector presents complex contractual relationships that result in perverse incentives between agent’s interactions, in general, result in overuse of services and, consequently, in costs for insurance providers. Thus, the essay analyzed how the new models seek to address these issues. Using data from ANS, a quantitative estimate, using a matching and panel model, look forward to measuring the impact on the medical loss ratio due to the adoption of a certain business model controlled by variables related to the characteristics of beneficiaries. The results found point to a lower medical loss ratio for healthtechs. However, such results should be analyzed with precautions given the freshness of the model and the period in which it was implemented impacted by the pandemic for the most part.
