dc.description.otherRecent research on decoupling and loose coupling has stressed that while policy-practice decoupling is rare, means-end decoupling is a recurrent phenomenon. Extant research suggests that means-end decoupling is caused, inter alia, by conflicting goals driven by institutional pressures from fragmented institutional fields (Bromley & Powell, 2012). As a consequence, decoupling and loose coupling are associated with conflicting institutional pressures. On a discursive level, social actors are able to justify decoupling by showing that buffering practices from the formal structure yields higher efficiency. In other words, decoupling is seen as legitimate given the unfair original situation social actors must cope with. This research explores the reverse scenario: whether social actors would agree with tight coupling if fair conditions took place. I have conducted non-participant observation, interviews and focus group sessions with teachers at public schools in São Paulo. Preliminary results show that even at fair situations individuals would resist to tight coupling. Conversely, teachers resist total decoupling, even when the accountability mechanisms are perceived as unfair.pt_BR
