Tese Essays on Enforcement of Labor Regulation(2025) Prado, Thaline doThis thesis investigates the impacts of enforcing labor regulation policies on firms, workers, and aggregate outcomes. In the first chapter, I estimate the effect of Brazilian labor inspections on firm dynamics outcomes. I find suggestive evidence that inspected firms penalized for employing unregistered workers formalize these employees in the short term. However, in the long run, labor inspections have negative impacts: these firms exhibit lower formal employment, revenues, and outstanding loans, higher default rates, and a greater likelihood of exiting the market. In the second chapter, I study the impact of labor inspections on workplace safety and health. Focusing on inspected establishments penalized for Occupational Safety and Health infractions, I find suggestive evidence that labor inspections reduce the incidence of severe work-related accidents and diseases. I find no consistent results for non-occupational sick leave, suggesting that employers do not systematically misclassify occupational incidents to avoid reporting such incidents. In the third chapter, I develop a firm dynamics model with occupational choice and capital accumulation, featuring informal labor employment, unemployment, and a government that conducts costly labor inspections and imposes fines on firms employing informal workers. The model is calibrated using Brazilian data and evaluates the impact of two policy instruments: higher labor inspections and higher penalties. I find that while both instruments reduce the labor informality rate, they have opposing effects on key economic outcomes such as TFP, wages, unemployment, and welfare. This thesis contributes to a more comprehensive understanding of the effects of enforcing labor regulations and has important policy implications. Throughout the chapters, I highlight the costs and benefits of strict labor regulations and enforcement strategies, providing highly relevant information to guide effective policymaking.
