O Sul Global e o Meio Ambiente: Qual foi o papel da América Latina na construção do Direito Internacional Ambiental?

Resumo
Este relatório busca analisar a importância da atuação da América Latina na
construção do Direito Internacional Ambiental. A região desempenhou um papel
importante na consolidação da governança ambiental global ao participar ativamente
de negociações multilaterais, influenciar a formulação de princípios essenciais e a
promoção de tratados internacionais. Destaca-se sua contribuição para a
consolidação do princípio das responsabilidades comuns, porém diferenciadas, bem
como na consolidação do desenvolvimento sustentável e a soberania dos recursos
dos países. Apesar das contribuições ativas em conferências e declarações, a
complexa relação entre desenvolvimento econômico e preservação ambiental
continua sendo um dos principais dilemas da região. A região permanece um espaço
estratégico para a evolução das políticas ambientais globais, dada a sua riqueza
natural e a complexidade de seus desafios socioeconômicos.
A pesquisa consistiu em uma revisão de bibliografia internacional e em entrevistas
semiestruturadas com profissionais da área, incluindo atuantes de Organizações da
Sociedade Civil (“OSC”) e diplomatas aposentados e atuantes. A amostra de
entrevistas foi pequena, porém reforçou insights verificados na revisão bibliográfica.
This research project proposes to analyze the significance of Latin America's role in the development of International Environmental Law. The region has played an important role in consolidating global environmental governance by actively participating in multilateral negotiations, influencing the formulation of essential principles, and promoting international treaties. Notably, its contributions include the consolidation of the principle of common but differentiated responsibilities, as well as the advancement of sustainable development and the sovereignty of nations over their natural resources. Despite its active engagement in conferences and declarations, the complex relationship between economic development and environmental preservation remains one of the region's main challenges. Given its vast natural wealth and the complexity of its socio-economic challenges, Latin America continues to be a strategic space for the evolution of global environmental policies. review of international literature and semi-structured interviews with professionals in the field, including those from Civil Society Organizations (CSOs) and retired and active diplomats.
