Territórios vulneráveis: metodologia aplicada para analisar como organizações da sociedade civil interagem em prol de resultados socioambientais compartilhados

Abstract

Este trabalho técnico tem como objetivo desenvolver e aplicar uma ferramenta para mapear como organizações que atuam em áreas vulneráveis interagem entre si e colaboram para alcançar resultados socioambientais compartilhados. Para tanto, realiza um diagnóstico detalhado das atividades desempenhadas pelas organizações nos bairros e as conecta à teoria de mudança desenvolvida para cobrir os desafios presentes em territórios vulneráveis. A teoria de mudança identifica potenciais resultados e, em particular, como diferentes organizações, ligadas a atividades e insumos distintos, geram resultados socioambientais similares. A partir disso, é possível avaliar se as organizações efetivamente colaboram para gerar esses resultados. A metodologia foi aplicada no contexto de dois diferentes territórios vulneráveis: os bairros Jardim Lapenna e União de Vila Nova, que, apesar de serem vizinhos e compartilharem características demográficas semelhantes, são bastante distintos em relação ao ecossistema de organizações neles presentes. Entre os resultados, a ferramenta permite um diagnóstico das principais características dessas interações, perfil das colaborações e seus desafios, além de possibilitar a comparação entre padrões distintos entre territórios analisados e interbairros. Nos casos analisados, o Jardim Lapenna possui maior diversidade de temas cobertos e um padrão mais colaborativo, ainda que concentrado em algumas organizações. Em União de Vila Nova, o potencial de colaboração em aberto é maior, e as colaborações possuem padrão menos concentrado.The purpose of this technical work is the development and utilization of a tool to map how organizations work in two different and vulnerable territories. Interacting with each other and collaborating to achieve shared socio-environmental results. For this purpose, the tool performs a detailed reading of the activities carried out by organizations in the neighborhoods and connects them to the theory of change developed to cover the challenges present in vulnerable territories. The theory of change identifies potential results on how distinct organizations, linked to different activities and inputs, generate similar socio-environmental results. From this point, it is possible to assess whether organizations effectively collaborate to generate these results. The methodology applied in the context of two vulnerable territories, Jardim Lapenna and União de Vila Nova, which, despite being neighbors and sharing similar demographic characteristics, are quite different in relation to the ecosystem of organizations present in them. Among the results, the tool enables a diagnosis of the main characteristics of these interactions, the profile of collaborations and their challenges, in addition to allowing the comparison between different patterns between analyzed territories and in-neighborhoods. In the cases analyzed, Jardim Lapenna has a greater diversity of covered topics and a more collaborative pattern, although concentrated in a few organizations. In União de Vila Nova, the potential for open collaboration is superior, while the collaborations have a less concentrated pattern.
